HEAP

The Home Energy Assistance Program (HEAP) is a federally funded program. It is designed to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time HEAP benefit will depend on federal funding levels, how many people live with you, total household income, and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor).

Eligibility Requirements:
Applications for the 2009-2010 Regular HEAP program will be accepted August 1, 2009 through May 31, 2010. The total household income of an applicant must be at or below 200% of the fiscal year 2009, federal poverty guidelines listed below:

Winter Programs
Winter Crisis Program
Applications accepted November 1, 2009 - March 31, 2010


The WCP provide assistance once per heating season to eligible households that are disconnected, threatened with disconnection, or have less than a ten day supply of bulk fuel. Thos households serviced by a PUCO-regulated utility must sign up for the Percentage of Income Payment Plan (PIPP) or another payment plan in order to receive emergency benefits. Bulk fuel users must certify in writing that they have less than a ten day supply of bulk fuel in order to be eligible. WCP can also help pay for heating system repairs in certain cases.

Households whose gross income is at or below the 200 percent of the federal poverty guidelines are eligible for the WCP. The Winter Crisis Program will only accept applications from November 1, 2009-March 31, 2010.

Winter Reconnect Order
Available only during winter months

The Winter Reconnect Order allows residential customers who have had their home heating service disconnected, or have received a disconnection notice, an opportunity to pay a designated amount to have their home heating service restored or maintained. Residential customers must pay $175 or the amount owed, whichever is less, plus a reconnection fee of no more than $36 to restore or maintain service with their regulated natural gas or electric company. The Winter Reconnect Order may be used one time during the winter heating season starting today through April 15, 2010.

There is no income eligibility requirement to use the reconnection program. However, participants in the program must also sign up for one of the payment plans available to pay the past-due balance on their utility bill.

Summer Programs
Summer Crisis Program
Applications accepted begining July 1, 2010

The Summer Crisis Program provides summer cooling assistance for low-income elderly households and for Ohioans with qualifying medical conditions. The program applies to electric utilities only. This program ends on August 31, 2010

An income eligible household may qualify for assistance not to exceed $175 if he/she is 60 years or older or has an illness that would benefit from assistance verified by physician documentation.

All qualifying applicants are eligible to receive:
  • One air conditioner or fan provided that the household has not received an air conditioner from SCP/HEAP in 2007, 2008 or 2009
  • One payment for the electric bill, up to the client’s percentage of income payment plan (PIPP) amount or the current bill, whichever is greater
  • Disconnection notice is not required
  • Assistance for air conditioner/fan or utility assistance must take place at the same time and benefits cannot exceed $175.00
  • Residents with a tenant-based HUD Section 8 housing subsidy are eligible if the electric bill is in their name
Other Utility Assistance Available
First Energy Fuel Fund
The First Energy Fuel Fund provides a one time grant assistance to past due customers of The Illuminating Company, Ohio Edison, and Toledo Edison. Customers must have made a payment within the past 90 days in order to qualify for the program.

The maximum benefit is $300. Households whose gross income is at or below 200 percent of the federal poverty guidelines are eligible for the First Energy Fuel Fund.
