CONSTRUCTION COORDINATOR-MULTI-FAMILY                                                  This position reports to the Director of Development







POSITION SUMMARY

This position will work with Project Management staff to coordinate the efforts of design professionals and contractors towards the successful completion of multi-family housing projects. This includes conveying project programmatic requirements to design professionals and evaluating construction documents to ensure the completed product meets the needs of end users. The Construction Coordinator will solicit and evaluate proposals from contractors; after contractor selection, negotiate construction contracts and represent CHN’s interest in the completion of work through transfer to property management. The position must facilitate positive relationships with other CHN departments, outside agencies, and the community to ensure successful project completion.

RESPONSIBILITIES include:

  • Evaluation of potential project sites and properties
  • Development of project timeline and implementation of tasks to meet timeline
  • Assist Project Manager in assembly of project development team, including identifying and procuring proposals from potential development team members
  • Negotiate and secure executed agreements from selected development team members
  • Manage and coordinate efforts of all design professionals and contractors
  • Develop programmatic requirements for project based on regulatory/funder requirements, Enterprise Green Communities/LEED requirement as well as through input from end users. Convey those requirements to project architect. Review design and construction documents to ensure compliance with project’s building program
  • Assist and coordinate with Project Manager in procuring necessary project entitlements including coordination with local municipal staff
  • Attend municipal meetings and community group meetings as directed
  • Identify and procure proposals from potential general contactors
  • Contract administration during construction including change order review, procuring compliance documentation, and managing construction schedules
  • Ensure successful construction close-out and coordinated turn-over of property to management
  • Ability to travel to locations in Cuyahoga County as well as possibly locations throughout Ohio and western Pennsylvania

QUALIFICATIONS REQUIRED include:

  • Bachelor's degree or professional degree in architecture, construction management, or related field
  • Strong negotiating skills and sound understanding of AIA contracts
  • Three to five (3-5) years experience with multi-family housing design, construction administration, construction management and/or development
  • Excellent written and oral communications skills, including skill in making effective presentations at public forums
  • Excellent customer service orientation and organizational skills
  • Strong computer skills including knowledge of MS Office
  • Excellent problem solving abilities
  • Demonstrated ability to take initiative and improve efficiency of work responsibilities
  • Reliable transportation with valid driver’s license and current insurance

REGIONAL PROPERTY MANAGER-MULTIFAMILY                                                             This position reports to Director Property Management & Multifamily

This position oversees the property management, maintenance and compliance of CHN’s multi-family portfolio including assets that CHN has an ownership role and contractual relationship as well as those assets that CHN only has a contractual relationship to service the project as property manager and/or compliance manager.







QUALIFICATIONS:
  • Associates degree or equivalent experience in housing management; Bachelor’s degree preferred
  • Certification from IREM, NHMS or other professional accreditation programs required
  • Seven (7+) years experience with administrative property management, both in tax credit and public/assisted housing management
  • Demonstrated supervisory experience involving planning, evaluating, organizing, monitoring and delegating work of assigned staff
  • Extensive training in the field of property management
  • Demonstrated ability to assist in the administration of a variety of programs in an efficient and effective manner
  • Provide assistance in new program development, policies and procedures
  • Good computer skills including working knowledge of MS Office
  • Strong organization and analytical skills; must be detail oriented
  • Reliable and insurable transportation
  • Excellent customer service and interpersonal skills
  • Excellent verbal and written communication skills; able to communicate with persons of varied economic, social and ethnic backgrounds as well as persons with mental and/or physical disabilities
DUTIES AND RESPONSIBILITIES include:
  • Budgeting, vouchering submission
  • Assure completion of routine and non-routine maintenance
  • Monitor on-going occupancy and lease compliance
  • Oversee any relocation and procedures and recommends changes to promote efficiency
  • Supervise the Property Managers, maintenance team, Certification Occupancy Specialists and other assigned staff
  • Perform other related duties as required

 



HOUSING STABILITY SPECIALIST



This position reports to Director Property Management & Multi-Family







This position will provide administrative duties as well as supportive services to formerly homeless families in CHN’s 40 single-family scattered site permanent supportive housing units. The HSS will work to identify, screen and serve eligible clients as the liaison for Cuyahoga County’s Homeless Prevention & Rapid Re-housing Program (HPRRP).







QUALIFICATIONS:

  • Bachelor’s degree in Human Services or related field; Master’s degree preferred
  • One-three (1-3) years experience providing direct services to low income and minority populations
  • Ohio LSW preferred
  • Working knowledge of community resources for the homeless
  • Good computer skills including working knowledge of MS Office
  • Knowledge of procedures and policies in property management a plus
  • Reliable and insurable transportation
  • Excellent customer service and interpersonal skills
  • Excellent verbal and written communication skills
  • Excellent ability to assess, plan, assign, review and coordinate work and programs independently

DUTIES AND RESPONSIBILITIES

  • Conduct outreach to the HPRRP partners, VA and other homeless providers to market its housing availability; ensure <3% vacancy rate is maintained
  • Ensure required information and documentation is collected and completed for housing and processed timely to re-occupy units within 30 days of transfer from maintenance
  • Monthly monitoring of delinquent rent payments and follow-up to determine appropriate options
  • Ensure case management timeline and follow up visits are implemented and completed as planned
  • Monthly property and housekeeping inspections to ensure that home is well maintained; observe signs of family instability issues
  • Conduct interviews, screening and assessment to accept, deny and refer applicants; assess appropriate housing options
  • Establish regularity and dependability in scheduling all appointments and accuracy in reports and statistics
  • Participate in all required meetings relevant to residents and management
  • Review reports; track retention rates; identify gaps in service
  • Develop and maintain positive working relationships with Property Managers, residents and referral sources
