2005 HEAP Income Guidelines
Yearly total gross income of all household members:

The Winter Crisis Program (WCP) provides utility assistance during the winter months for customers who have a received a disconnection notice on their gas and/or electric services, or service has been shut-off. The application dates for the Winter Crisis Program are November 1 through March 31. CHN also administers the Summer Crisis Program to assist customers with electric bills from June 1 through August 31.

To apply for assistance, customers should call the automated HEAP appointment line at (216) 518-4014. If you are a homebound senior citizen or handicapped, please call (216) 774-2354 to set up a home visit.

To be eligible for HEAP, customers must:

  • Meet the HEAP income guidelines (listed above)
  • Have service in the name of an adult household member
  • Have proof of all household income received in the past 90 days, or 12 months
  • Have social security numbers for all household members over the age of 2
  • Bring both gas and electric bills
