Since 1981, Cleveland Housing Network, its member community development corporations, and other affiliated agencies have helped thousands of Northeast Ohio families reduce their utility expenses by an average of 30% each year through the following programs. Most homeowners and tenants must meet Home Energy Assistance Program (HEAP) guidelines. Click here for a complete Agency list and Energy conservation application

A household whose total income is at or below 175 percent of the 2007-2008 federal poverty guidelines may be eligible. The guidelines are listed below:

HOME ENERGY ASSISTANCE PROGRAM (HEAP)

The Emergency Home Energy Assistance Winter Crisis Program begins on November 1, 2007 and will end on March 31, 2008. An income eligible household may qualify for assistance of up to $175 if he/she has a disconnection notice on either gas or electric service, or service is shutoff. To receive assistance with an electric bill, the electric service must be required to regulate the heating system. Effective October 15th, the Public Utilities Commission of Ohio will put into place the $175 winter reconnect order. Anyone, regardless of income eligibility, can use the plan to avoid disconnection or reconnect service. Those persons who do not qualify for HEAP can work out payment arrangements with each utility company to avoid future disconnection of service.

Things to bring to the HEAP office: current gas and electric bills (even if only requesting assistance on one bill), current proof of income for everyone in the household, social security numbers for all household members, and photo ID. Persons who wish to apply for Emergency HEAP can schedule an appointment by calling (216) 518-4014. Emergency HEAP will forward scheduled appointments to each utility company to assist the customer with avoiding disconnection of service by placing a hold on the customers account. The hold will maintain service for 5 days past the appointment date. If an obligation is not made to the utility company by the HEAP office, by the 5th day, an order will be issued to disconnect service the next day.

Persons who miss their scheduled appointment will need to try to be seen as a walk-in at one of the neighborhood HEAP sites. Utility companies will not honor a second appointment. Persons with less than a ten (10)-day supply of bulk fuel can receive a benefit up to $450.

WEATHERIZATION PROGRAMS

Housewarming
Funded by Dominion
Imagine living in a toasty, warm house this winter while saving money on your heating bills! That's what Dominion calls Housewarming. Only Dominion customers (homeowners and tenants) who meet HEAP guidelines qualify for the program that includes a safety inspection, heating unit repair (if needed), and/or insulation measures such as attic and sidewalls. Please note: heating unit replacements are limited to owner-occupied homes and low-income tenants. Customers will also receive FREE a carbon monoxide alarm for the home.

Home Weatherization Assistance Program (HWAP)
Funded by the State of Ohio Department of Development

Similar to Housewarming, the Home Weatherization Assistance Program (HWAP) is designed to reduce energy consumption by providing insulation and air leakage repairs to homes in the City of Cleveland whose residents (both homeowners and tenants) meet HEAP guidelines. The program also includes a furnace inspection and diagnostic testing to determine the furnace and air leakage repairs that are needed in the home, and may include repair and/or replacement of water heaters and insulation of heating ducts.

CLEVELAND PUBLIC POWER (CPP)
CPP customers can receive energy conservation services, including installation of fluorescent light bulbs and replacement of “energy hog” refrigerator units. Homeowners may be eligible to receive limited roof replacement and replacement of defective electrical panels.

ELECTRICAL PARTNERSHIP PROGRAM (EPP)
Funded by the State of Ohio
The EPP program targets high electric users who participate in the Percentage of Income Payment Plan (PIPP customers) The EPP program focuses on electrical energy use reduction through conservation measures and client education.

WATER CONSERVATION PROGRAM
Funded by Division of Water, City of Cleveland (CWD)
This program serves Cleveland Water Department (CWD) customers who meet HEAP income guidelines by installing water saving devices (low flow showerheads, toilet dams and faucet aerators), minor plumbing repairs and emergency service line replacements (from curb to house). Please note only owner occupied homes are eligible for service.
