Since 1981, Cleveland Housing Network (CHN), its member community development corporations, and other affiliated agencies have helped thousands of families reduce their utility expenses by an average of 30% each year through an effective array of complimentary programs.
HOUSEWARMING & HOME WEATHERIZATION ASSISTANCE PROGRAM (HWAP)
In partnership with Dominion, CHN and community development corporations throughout the Dominion service area are providing much needed insulation and furnace repairs to eligible homeowners and tenants to provide safe and energy-efficient homes. Customers of Dominion who meet the income guidelines [Home Energy Assistance Program (HEAP) or Percent of Income Payment (PIP) guidelines] will qualify for Housewarming services. The services include insulation of attic and/or sidewalls, furnace inspection and necessary repairs or possible replacement, and installation of a carbon monoxide detector.
The Home Weatherization Assistance Program (HWAP), funded by the State of Ohio is designed to reduce energy consumption by providing insulation and air leakage work to residents of the City of Cleveland who meet this program’s income guidelines (150% of federal poverty guideline). The program also includes a furnace inspection and diagnostic testing to determine the furnace and air leakage work to be performed in the home.
ELECTRICAL ENERGY CONSERVATION
In an effort to comprehensively provide energy conservation to low-income residents, CHN is able to provide services to reduce electrical energy consumption and provide much needed electrical repairs when necessary to insulate a home. FirstEnergy and Cleveland Public Power have provided funding to CHN to serve their respective customer base. CHN works with community development corporations to deliver these services. Eligible measures include the installation of compact fluorescent light bulbs, replacement of inefficient refrigerators, and customer education regarding reducing light bills.
WATER CONSERVATION
Through funding from the Cleveland Division of Water, CHN and its partner organizations are able to provide water-saving devices to Cleveland Division of Water customers. The program is designed to helplow-income residents reduce usage and save on their water bills. Eligible services include faucet aerators, water-saving showerheads, toilet dams, and the correction of minor plumbing leaks.
